In order for the WMO to use MeteoIO to process and submit GCW data, MeteoIO needs the following enhancements: * issue 632 * a final implementation of meteo timeseries in NetCDF (with standard compliant naming, knowing that part of the standard might still have to be defined). We could also use libcurl to automatically post the resulting NetCDF; * cleanup the NetCDF and CNRM plugins (restructuring, moving more processing outside of the plugins). We should add a ""COMMENTS"" key to provide comments to write in the resulting NetCDF file; * the new DBO plugin (as well as the whole DBO infrastructure being in place) so we can retire montblanc and do the DPS on the new system;
