cumulative ms_sn_runoff are extremely high

Windows 10, Snowpack v.3.5
Hello,
I am a new user attempting to model snowpack near coal mines for use in water balances. Most interested in SWE and melt amounts. Simulated 6 different sites with seemingly good correlation with HS and SWE to previous years estimates. However, when I output a cumulative runoff 2 of the sites have extremely large values. Configuration settings are more or less the same for all sites so I am not sure why some simulations produce realistic values and some not. I have attached a copy of the input and output .smet files and the configuration file of one of the simulations in question.
Steps to reproduce the problem:
- Albedo fixed =0.3 (large amounts of coal dust in snow.)
- CumSum_Mass = TRUE
- calculation_Step_Length = 60
Expected result: runoff to closely reflect changes in SWE, especially during spring melt.
Actual result: large amounts of runoff throughout winter as well as during spring melt.
